Mr. Dav-Ernan Kowlessar, a Business Development and Management Consultant by profession with over 20 years’ experience, is the Executive Chairman of DYKON Developments Limited; a business development firm operating out of Trinidad and Tobago and Canada.
Graduating from the University of the West Indies with a B.Sc. (Hons) in Industrial Management, he qualified as a Project Management Professional (PMP) in 2003, and has completed several courses in Gender and Development (UWI), Trade, Growth and Poverty (World Bank Institute) along with certificates in Human Resources Management (Canada) and is in the process of completing certification as an International Trade Professional (CITP).
With a skill-set that includes market research, institutional development, economic and financial analysis, trade facilitation, SME development, training and change management, Dav-Ernan has presented around the world at various conferences, workshops and been part of international working groups and committees on subject areas such as trade agreements, capacity building for SME development, globalisation and finance, climate change and disaster risk reduction, business continuity, as well as institutional strengthening and the socio-financial market. He has lectured in Purchasing and Supply Chain Management for CIPS and BTEC from the UK.
In practice, Dav-Ernan has worked on and chaired several Steering Committees that led to the establishment of the Central Finance Facility in Trinidad and Tobago and the Trinidad and Tobago Coalition of Service Industries. Dav-Ernan has served in various capacities on the Caribbean Association of Industry and Commerce (CAIC) currently he is the Secretary and Head of Secretariat. Under the CAIC he is the Chair of the CARIFORUM side of the EU-CARIFORUM EPA Joint Consultative Committee, Chair of the ACP Non State Actors platform and Chair of the Regional Private Sector Network on DRR by UNISDR.
He was also a Trustee of the Caribbean and Central American Action (CCAA) and is a member of the Rotary Club of Halifax Harbourside, Canada, a past president of the Rotary Club of Maracas/St. Joseph, Trinidad, and chair of the Rotary Youth Leadership Awards (RYLA) for District 7820, Canada.

Dr Edward Greene, currently UN Secretary General Special Envoy for HIV in the Caribbean was previously Assistant Secretary General, Human and Social Development, CARICOM Secretariat 2000-2010, and Senior Adviser, Health and Human Development, PAHO/WHO 1995-1999. He played pioneering roles in the establishment of the Pan Caribbean Partnership against HIV and AIDS (PANCAP) 2001, the Caribbean Accreditation Authority for Medical and other Health Professionals 2004, and the Caribbean Public Health Agency (CARPHA), 2013.
He served on many prestigious Boards including Vice Chair of United Way Jamaica, Coordinator of the Inter American Foundation ( outreach) for Jamaica that helped to develop small business opportunities and community projects, Director of the Board of the Canadian International Institute for Peace and Security, Member of the Commonwealth Secretariat High Level Panel for South-South Cooperation in Higher Education and observer on the UNAIDS/ Lancet Defeating AIDS- Achieving
Sustainable Health. He was also a Director of the International Cricket Council for Caribbean World Cup Cricket 2007 and Chair of the CARICOM Steering Committee for Climate Change and Sustainable Development 2008-2010 and now serves as an Advisor to the Caribbean Community Climate Change Centre.
His distinguished academic career at UWI included: Pro Vice Chancellor, Development and Alumni Relations 1989-1993, University Director, Institute of Social and Economic Relations (ISER), 1982-1989, Interim Director of the Consortium Graduate School for the Social Sciences in the Caribbean 1984-85; and appointments to the rank of Professor (1987) and inaugural Professorial Fellow, ISER (1994). He has authored 10 books and over 60 articles and is Professor Emeritus of UWI. He holds a B.Sc. in Economics (London University), MSc Political Economy (Mc Master University) and Ph.D. (University of British Columbia) In addition Dr Greene has been consultant to several international agencies including the World Bank, IDB, The European Union , UNDP, UNESCO and held visiting Professorship at UCLA, University of Havana, and University of British Columbia.
Dr Greene is the recipient of numerous awards, including national honours from Guyana and Suriname, the prestigious PAHO/WHO Award for Administration in Public Health and the Sir Phillip Sherlock Award from the University of the West Indies and University of Technology, Jamaica for outstanding contribution to health and development in the Caribbean
